Update Fortran-to-Aviary with FLOPS inputs

Desired capability or behavior.

There are currently issues cleanly converting a FLOPS input deck into an Aviary deck

Known issues:

• Some variables are not properly converted (int instead of bool, etc.)
• Sections such as &SEGIN, which can repeat multiple times, are not properly captured (only one instance is translated) - this is related to reruns (i.e. off-design missions) and will need to wait for finished implementation of that as well as conversion of mission variables to a phase info file.
