Non case-sensitive Enum value matching for AviaryValues

Desired capability or behavior.

Currently when matching strings to Enum values when using set_val(), AviaryValues requires matching case. This is not strictly necessary, and removing case sensitivity would allow for more natural variable definitions in csv input files (e.g. accepting 2DOF instead of forcing 2dof).
