ios_base::failbit set: iostream stream error (again)

Describe the bug Getting this error on startup with the latest release. I have Locomotion installed which is from an original CD from 2004. OpenLoco does not prompt me for a location (is this detected automatically?).
To Reproduce Double-click OpenLoco.exe
Expected behaviour I don't know what the next step should be. The program is a faller at the first.
Screenshots I only get a DOS window with the build number and the error line in red.

That doesn't look like the full error. I imagine it would also return a line indicating what file could not be read. Are you omitting anything? You can substitute parts like your username for anonymity, of course.
Theres nothing more than that. That error appears in a DOS box, and there is a pop-up dialog with the Exception error in it.
Is there something I've missed in the installation? I have a Locomotion folder within an Atari folder. I have added an OpenLoco folder to Atari, and I'm running the exe from there.
Could it have anything to do with the original Loco.exe requiring a CD to be present?
Thats strange. I used OpenLauncher to download version 21.04, and it worked whan I tried that. Now when I go back to 23.10 that also works!

This does sound really strange. Perhaps that means the user/config folder isn't created properly under some circumstances. I suppose this needs some investigating to see if we can reproduce it though.
In the mean time, glad you got the game to work! I hope you have fun playing again.
Is it possible that this only happens when a PC has no previous installations of OpenLoco?
That is what I was thinking, yes. But I can't seem to (quickly) reproduce it on my Mac. Perhaps it's Windows-specific?

Sure, but I do not have a Windows VM at hand, either. I'm on holiday, so don't have access to the usual stuff.
