IPv6 does not work on Windows

Version information:

  • Platform: Windows 11
  • Version: 22.05.1
  • Build/commit: 1124f81189f94e60a9a5a65967958d642097676b

To Reproduce Steps to reproduce the behaviour:

  1. Start a multiplayer server, this by default listens on localhost IPv4 and IPv6.
  2. Connect to it from another instance, using ::1.
