[blogger] Implement helpful error message on Drive upload failure

Due to the Blogger client now requiring permissions to Google Drive, authentication tokens created and cached previously may no longer be valid. On the event of an error during Google Drive operations in the Blogger client, a message should be displayed to the user containing a brief description of the error, as well as a hint telling the user to remove and then re-add their Blogger blog to refresh the token.

Exclume, but I'm trying to see the results of the solution here in OLW, but it's complicated, since I'm not native English, and since there's a lot of technical stuff I'm lost amid the many comments here, I did everything to solve the problem by following instructions from the forum from here, but after I update the OLW appears an authorization error in Google API is giving the 403 error. Someone, please can help me, that is, a step by step. I'm Brazilian and I'm not that advanced in English. Thanks in advance!
