Use new exception generated by binary scanner for invalid arguments

Currently the binary scanner produces an invalid argument exception when we pass invalid version numbers like Jakarta EE 12. We should have a specialized exception to report this situation as recorded in the following issue:

https://github.ibm.com/was-migration-tools/wamt/issues/5392

After this issue is fixed we must fix the dev mode components.
