Server config change not picked up by devc

Intermittent error To reproduce Follow demo-devmode steps on the devc branch steps 1 through 5.

When changing the inMaintenance property in the server.xml it is not consistently picked up. The installFeature task seems to be triggered but waiting > 2 mins and nothing has happened. Workaround of "r" + Enter to restart and the correct value is reflected at the /health endpoint.

MacOS Java 11 Gradle 7.4
