CTD editor crashes when loading files from BBS JP/FM

The JapaneseCtdEncoder is not implemented yet. Since the InternationalCtdEncoder does not map the japanese characters, the application just crashes.

Consider to let the user to choose between the two encoders from the UI, or to just merge the international and japanese encoders to one encoder if they can easily match each other.
