Add Notes: Motion detection not supported on HiSilicon <V200 platforms

For the V100 SOCs here, a note mentioning https://github.com/OpenIPC/majestic/issues/233#issuecomment-2751177438 would help avoid confusion from users trying to poke the Majestic binary to find out how to enable motion detection.

Aside: not sure why https://github.com/OpenIPC/website/blob/671c09cd56c3479550bcad4525808b44f62a8e20/app/views/cameras/socs/show.html.erb#L78-L81 is commented out? Seems like it exists in the schema, at any rate.
