Non-study disclaimer for OAuth2 projects

Currently, Open Humans presents a "not a study" disclaimer for On-Site projects when they present their terms within Open Humans. OAuth2 projects, however, don't go through this step: users go straight to the authorization panel, and no "not a study" disclaimer is presented.

In some cases, this disclaimer would seem to be inappropriate: specifically, projects that are acting purely as data sources, adding data to Open Humans. Current examples of these are Open Humans HealthKit Integration and Nightscout Data Transfer. To try to target the disclaimer appropriately, we can display it only when a project requests access to user data from other sources (which these data source projects do not do).

Thus the improvement should be this:

  1. show a disclaimer only if a non-study project is requesting access to data from users (either privately, or public data via asking for username)
  2. show this disclaimer on the "terms" panel for "On-Site" projects (as is currently the case), and on the authorization panel for OAuth2 projects
