Allow projects to request access to 'email' for a Member

We didn't originally include this because access to an email address renders personal data highly "identified". For many projects, having "unidentified" engagement is a big security feature.

But projects sometimes try to use emails as the individual identifiers – especially low/minimum tech projects. Others might want access to email address so they can email users directly, without using the OH messaging system.
