Improve performance for the DiskSpaceMonitor

One client has reported that it creates too much garbage.

Other improvements

  • allow the checker to work without needing a background thread.
  • add a check inline if needed to ensure a check is made before each resize.

Also, this class specifically mentions another library (chronicle-queue). Either it should be generic or moved to Q.
