Better Lottery System

Have you ever had to call up at 8am, 6 months in advance to reserve a spot at your favorite campground, only to spend 20 minutes calling then once you get through be told that it's already booked out?

There has to be a better way.

Why don't we build a lottery system for Federal Parks that allows people to register for a campground ahead of time and then campers can be "pulled from a hat", so to speak. It would certainly make for a more pleasant experience.
