1. can I use libraries like sklearn and other open source libraries for building a neural network?
2. What shoud be the number of layers in the final model ?
3. Can I take any activation function?

Yes, you can use various libraries to build the neural network. You must base your neural network for some particular problem such as handwriting recognition and use activation functions and the number of layers as seem fit for the application.
