FindROOT.cmake suboptimal on Windows

FindROOT.cmake needs some taking care of. Currently it would happily try to execute a shell script root-config even on Windows. I will write more details later, but I would like to keep this bug report as a placeholder. ROOTConfig.cmake might work.
