Improve how we list workflows on project dashboard

The current workflow page (/projects/{id}/w) allows lists all the workflows in a project but this list can grow as users add more workflows to their projects. We want to improve how workflows are listed to prioritize active workflows by allowing users to hide/archive disabled workflows.

When a workflow is archived, we will also like to be able to view these archived workflow or a full list of the workflows (Archived and Active). For archived workflows, we should be able unarchived them so that they can show on the default workflow list when loaded.
