Annuitization of costs as a term

Description of the issue

Annuitization of costs is a standard procedure in long-term energy scenarios to make the costs comparable and break them down to a yearly level. Currently, there is no concept for this in the OEO.

Im not 100% sure where this should go.

• One option would be to create "annualized cost" under cost
• this would likely require to create an "annualization calculation method" under action specification for techno-economic potential of which "annualized cost" would be an output
• The second option would be to only create the "annualization calculation method" and when annotation scenario data with the OEOx schema, instead of using "is about" use "is output of"
