Add yourself as a contributor: @oeo-concept-owner not accessible when not yet member

Description of the issue

When following the steps for Add yourself as a contributor, the first step is to contact the @oeo-concept-owner. However, this site is only accessible when you are already a contributer to the project. Otherwise, it displays a 404 This is not the page you are looking for error.

Thanks for pointing this out. All teams of the OEFamily are "visible", but it doesn't mean what I thought it means. I checked the status and saw this:

All teams are only visible for people in the organisation. Thus, the teams are not suitable as a first contact point. An alternative solution would be by email.

In the OEO-DEV-40 we decided to use the contact form of the OEP for people to join the community.

I just like to note that I used to contact form a while ago to add myself as a contributor, but haven't gotten a response so far. Perhaps people are on vacation :) Anyway, I just want to avoid my request being overlooked.
