EnvI 2017 Feedback: Statistics on Dataset Usage

While presenting the OEP at the EnvironInfo 2017, one feature potential data uploaders requested was the possibility to figure out who uses an uploaded dataset, i.e. to get some kind of usage statistics for datasets or a notification for when a dataset is downloaded. I don't even know whether it's possible to implement something like that, but as it is a requested feature, I'm opening this issue so we can discuss the feature's feasibility.
