[Scenario Bundle] Allow users to add sectors without choosing predefined sector devision
Description of the issue
If no predefined sector division (SD) is chosen, no sectors are displayed (this has been different some time ago, and maybe has been changed due to my unclear description in issue OpenEnergyPlatform/oeplatform#1524 ). Since users might be unsure, which from the offered SDs their study deals with, they should be given the oppurtunity to at least annotate with the more general sector definitions from the ontology: agriculture, forestry and land use sector energy demand sector energy transformation sector industry sector waste and wastewater sector (plus maybe even the subsectors of energy deman sector in a subsequent hirarchy). This might be better than losing possible entries at this point.

Instead, sectors from this full hierarchy should be selectable:
I also transfer this issue to oeplaform repo. I think that is the right place now.

Yes, we also discussed this at one of the OEKG-DEV meetings. As soon as the oeo-ext module is implemented, I will work on the remaining Urgency-l topics.
