Add possibility to specify a permission group when creating / a table via UI and API

Description of the issue

Add permission group when uploading data via api and also add permission group select dropdown when creating a table.

Also enable search for group in select dropdown to be able to see exiting groups the user is part of.

--> Goal is to ease the upload and permission group assignment process --> Maybe also enable this for singe users

ATM adding a group is only possible once the table is created via the UI, automation is not possible so far.
