I took a deeper look at this tool and it seems to be only for management of metadata in a separated client.

This would require setting up a server and so on. A quick look at the UI is available here: https://worldbank.github.io/metadata-editor-docs/quick_start_document.html

Looks much more like an alternative to Coscine and other research management tools one can use to organize your own metadata.

There is an option to export to JSON as well or upload to a NADA server - which looks somewhat like CKAN.

Indeed this is a very interesting tool, though I wonder how it could be integrated or embraced within the oemetadata.
