baseline meters

We want to allow an admin to select a date range to baseline, calculate the best linear fit, show the proposed baseline, then allow the admin to accept/reject/modify value (reshow new value). Once accepted, it should be stored in the DB with the start/end date/times used (or special if admin modified), when it was stored, a note, and the value.

We need a way for the admin to modify and/or remove a baseline.

The upcoming design document will specify the completion of issue #901 for this work to move forward.

There is now a design document for how this will be done that reflects a new design and the updated capabilities in OED.
