+1 hour on NTP?

I have UI set to update via NTP for America/New_York time zone, but the web UI and the LCD show +1 hour. Initially I thought it was a DST thing, but I realized DST would be -1 hour, not +1 hour.

I also get the following from MQTT which indicates a +1 hour on UTC:

Oct 12 15:49:40 openevse/time 2023-10-12T20:49:38Z
Oct 12 15:49:40 openevse/local_time 2023-10-12T16:49:38-0400

Not sure I have the latest fixes from #569. Will update to master or latest release this week.
