New caselist scraper

Generates a client from the caselist's openapi schema using openapi-generator-cli. Uses a local copy of the schema cause the current online one is very outdated. Requests are limited to 1 per second, although actual max is 1500 every 15 minutes. Downloads are limited to 5 per minute, but files that are already downloaded are not re-downloaded. I have a download of most of the old files if needed.
