Global Defaults for RTPS Port Config Properties

After #4655, RTPS/UDP now has some of the same properties for port configuration as RTPS Discovery. These have to be configured separately though. At least PB, DG, and PG could have their shared defaults in the [common] section. The other offset properties and maybe the port modes could also have their defaults there.
