Introduce Regional goverments

This idea is from #10 by @phunki32

For countries that have a federal organization or that are divided in different administrative regions (Départements, States, Länder, etc.), would it make sense to add an additional layer between Central and Local Administrations? For example "State Administration", "constituent state administration" or "regional administration" [ https://en.wikipedia.org/wiki/Constituent_state ] with aliases: "Département, Länder, Catnons, US States". Or maybe something along those lines.

Creating an issue for this until a decision is made.
