[Windows C++] adapter reporting a device that has been "lost" about a minute after the last contact

On windows I get a on_scan_updated() callback with a device that has gone out of range or has been turned off. Which is kind of throwing off my list of reachable devices. The one thing I noticed is that the rssi value is -127, so I am just filtering out devices with this value of rssi. On mac this does not happen, once the device is out of reach, it never reports again. Of course it is caused by the platform implementation, WinRT is reporting this device, but it would be nice if we had consistency in that.
