[BUG] MIssing Windows conda packages

There is currently an unexplained CI failure for the Windows Python 3.10 build for the 2024.3.0 release, hence there is no associated conda package. I'll need access to a VM to fully investigate.

We are currently experiencing strange failures for all Windows CI of Sire, which means that Windows conda builds for BioSimSpace are currently unavailable. See here for details.
