Validate Listing Prices to Prevent Them From Being Less than Dust

It would be nice if listings would validate that their prices are higher than our dust amounts when they are saved, to prevent users from creating listings that can't be purchased.

As part of that, there should be a method for clients to retrieve the dust amounts for each coin (if this doesn't already exist) so they can proactively warn users about creating non-viable listings.
