Test Script to verify the software works for new PFC builds

When setting up the PFCs, currently the heater comes on and the water level pump runs continuously likely because they are trying to control the environment. It would be nice if there was an offstate and a start button to hit once the water and plants are installed. Also, having a ware to ensure all parts of the hardware are communicating with the software would be ideal.

• Create an initial state of the software which can run upon initial setup of the PFC before the plants and water are hooked up
• The initial setup needs to not try and control the environment (temperature, water level, etc). Turn off feedback loops.
