Improvement of select date widget

The current time picker is too clunky, the set up is not intuitive and lead to frustration when doing a set up, we need to improve the overall experience

For Scenarios / Simultaion / Atomic Testing

• [ ] should be aligned with the one used to choose when to schedule a Scenario (screenshot comes from the update button in Simulation Overview screen)
