create a conda-forge package of highlight-pointer

highlight-pointer should be properly installed as a dependency. see https://github.com/Open-MSS/MSS/pull/2373#discussion_r1606114394

We currently use a local installation of https://github.com/swillner/highlight-pointer

We should create a conda-forge package to install it
