[Enhancement]: Add field for State of Residence at time of Issuance

Description of Enhancement :

To support OCX we need to be able to track state of residence at time of issuance.

This should apply to all types of Issuances

Why is this Needed?

Without this we cannot support the various "State of Residence at Issue Date" columns across the ledgers

Anything else we need to know?

Created while working through the comments sheet attached to issue https://github.com/Open-Cap-Table-Coalition/Open-Cap-Format-OCF/issues/507

OCF currently only supports storing addresses at the stakeholder level, with no date/history associated

We have an enum already for CountrySubdivisionCode.

Probably we need to track the country as well, as we can't always assume United States.
