[Enhancement]: Equity Compensation Reissuance Transaction

Description of Enhancement :

Add a Reissuance transaction for Equity Compensation securities (i.e. grants) Currently the only Reissuance transaction is the StockReissuance

Why is this Needed?

OCF should have the flexibility to handle an Option Repricing in two different ways, depending on the facts and if more than just the exercise price is changing. Feedback from the OCX 1.0 review sessions in June 2024

Anything else we need to know?

Created while working through the comments sheet attached to issue #507 Note that we also want to be able to support an Option Repricing via a simple amendment (i.e. usually in the case where nothing else is changing except the exercise price). @JSv4 has already proposed this transaction in pull #471
