Enhancement: Add public and/or private note when creating Incident State Timeline

I would like to have the option to create a public and/or private note when creating an Incident State Timeline.

Now you have to create a Incident State Timeline separately from a Public note, this also results in 2 e-mails being sent to a user:

It would be great if both a public and private notes field can be added. This way you can have a complete overview in the status page and backend admin.

Note: this should also be displayed in a popup when you press the buttons in the Incident overview page (or else create an option which you can enable , so that either you always get the popup or never):
