Trap focus inside modals

Describe the bug

Tabbing through a modal jumps from the last input to the rest of the page, skipping the action buttons.

To Reproduce Steps to reproduce the behavior:

1. Go to Dashboard > Incidents
2. Click on Create Incident
3. Tab through the inputs
4. The focus will skip the Close/Next buttons and jump to the rest of the page

Expected behavior

Focus jumps to the "Next" button.

Additional context

Using the "Enter" button won't work either.
