Properly connect crowdin to the repo

We opened a crowdin project nearly a year ago, but never properly connected it to the repo.

Each locale file should have all keys even if they are not translated, that way there are no errors for outdated messages files.

New translations should be added via the crowdin page vs manually submitting PR's.
