Touchpad scroll in the editor doesn't work for ScriptLab on RichClient

Touchpad scroll in the editor doesn't work for ScriptLab on RichClient. Seems to be an IE issue. The production Script Lab seems to have the same problem. I'm using Surface Book if that information helps.

Does this work with a mouse?

For reference, it works with my mac touchpad. (On chrome and safari)
