Accessibility: No hover titles for icons

Hi there,

I noticed that when I run Script Lab locally in Dev-Mode, the tooltips when hovering over the menu items are not shown. For testing I used the current version of this master branch (2017-07-07) and Excel 2016 latest Slow Insider Version. My default browser is Chrome.

I don't know, if the hover tooltips should be shown in the browser too (localhost:3000), but for me they aren't (in the IE or Chrome).

@cshashwat , let me go ahead and put it on your backlog (both for testing if this still the case when we redeploy to production, and to fix it when you have a spare moment (maybe while I am on vacation?)
