Request screen - no option to save a request as a draft

On the request screen, there is no option to save a request as a draft - the only options are back to start, back, or submit. The only way that I can see to edit a request without submitting it is to submit a dummy request and then clone it, which allows it to be saved and edited before submission, or, use the Go To Start button and choose to save the request.

This is not documented or clear to the end user, and requires some trial and error.
