Can't seem to deploy to Azure using the Template

Conflict error_rawerror Conflict error

I seem to get this conflict error consistently despite the Region used, or having the correct Base Resource Name as outlines in section 2.5 of the deployment guide: https://github.com/OfficeDev/microsoft-teams-apps-bookaroom/wiki/Deployment-guide

Any info on what I could be doing wrong would be very helpful.
