Granular access to Project Accelerator App - not able to see sharing option

Setup a security group with permissions assigned: Project User, project common and project Team member. And the Project Accelerator app is shared with the security group

When created a new test user in the security group, observed that the user cannot share the app, without making them Environment Maker is there a custom role we can assign users (or the security group) that will allow them to share projects they have created with other members of the team?

Also, would also like an overseer – someone who can see all of the projects in all of the business units. Please suggest what kind of role can be assigned to achieve this.
