Hotkey to start/stop Spout filter and output

Currently it is not possible to toggle Spout filters or output with hotkeys you can set in the OBS settings. Could potentially be useful to not have to open a menu to turn it on or off or go to the filters of a source.

Also the filter is not exposed in to websockets, so I can't toggle individual filters through Companion (2.4.2) either, to disable an output to potentially save resources or quickly swap.
