remove spaceId from userroles.Get (breaking change)

The user roles are not space scoped as is evident by the api template in this file. Passing a spaceId in the userRoles.Get method is confusing to consumers and so this change will make it clear that spaces have no role in roles.

We just had a customer report this problem 🔒. It's called out as a breaking change Is that blocking this merging?
