What happened?

When you add a step template to a process template, it pulls in the parameters from the step template. If you remove the step template, those parameters are retained, which can lead to confusing clashes.

Reproduction

1. Add a step template with parameters to a process template
2. Remove the step template and commit
3. See the parameters pulled in from the step are retained
