Set Powershell Edition in Global Settings

The enhancement

The Need

Powershell Edition currently can only be set on each individual Deployment/Runbook step. This means if you want to have all your steps using a specific Powershell Edition, you have to go into each step and set this which can be tedious.

Solution

Add the ability to set the Powershell Edition in the global settings. Step and Project Powershell Edition will override the global default. Any step/project that does not have the Poweshell Edition set will use the default specified in the global settings.
