The Project Templates page cannot display scoped variables correctly

The enhancement

The Need

Project tenant variables with no environment scope or multiple environment scopes are supported via the API, but the user interface was not updated to support these variables. This results in unpredictable UI behaviour, and variables missing from the page or being displayed incorrectly.

Solution

The Project -> Tenant Variables -> Project Templates page should be updated to display the same table style as the Common Templates page, which supports multiply scoped variables.
