Unable to add scoping of one then more enviroment to common variables for tenants

What happened?

Unable to add extra environment scoping to sensitive variables attached to Tenants once they have been saved. This happens both on the tenant page and the tenant variable common templates on a project itself.

Reproduction

1. Have a variable set with a sensitive variable common template setup.
2. Link variable set to project that has a tenant connected to it.
3. Go into Tenant Variables > Common Templates
4. Attempt to put in a value for the sensitive variable that has more than one environment.
5. Upon saving, only one environment gets saved to the scoping.

Can also try to add an environment to an already scoped sensitive Tenant variable, and it will not keep that scoping once saved.
