Enhance user role permission scoping for Config as Code

The enhancement

The Need

Users with only ProjectEdit permissions are able to modify the Deployment Process by changing the Configuration as Code settings for that project and pushing changes to the selected repository. This is an increase in the scope of the ProjectEdit user role which did not previously have the ability to update the deployment process.

Solution

We should provide admin users with the ability to configure more specific user permissions for Config as Code.
